The universityโs students, officials, and distinguished benefactors lined up passing the newly purchased and donated books into the campus library and its shelvesโa ceremonial denouement to the event.
Central Philippines State University-Don Justo V. Valmayor San Carlos Campus hosted the Ceremonial turn-over of Student Monetary Assistance for Recovery and Transition (SMART) Grants, and donated books from the Commission on Higher Education, and Negros Occidental 1st District Hon. Congressman Gerardo โGinggoโ P. Valmayor Jr., last February 2, at San Carlos Campusโ Balangaw Hall.
Education Supervisor and SMART Program Focal Person Dr. Danebeth G. Narzoles, CPSU President Dr. Aladino C. Moraca, Vice President for Academic Affairs Secretary Dr. Michael Bacolod, and Cong. Valmayorโs son, Mr. Jinggoy Valmayor attended the said ceremony.
The ceremonial turnover commenced with the opening salvo, followed by a welcome address from DJJV San Carlos Campus administrator Ken M. Balogo, DIT(c), MSIT, the presentation of the Rationale by Dr. Narzoles which also introduced the numerous scholarship grants of the Commission on Higher Education (CHED), and the presentation of grantees and turn-over.
โOur good Congressman donated P1 million in cash while New Century Publications, Belview Co., Inc., and Wiseman's Books Trading donated P1.055 million worth of books. I would like to commend our librarian, Mr. Samulde, our OSSA coordinator, Ms. Belleza, and our Human Resources designate Mr. Apurado. Without them and of course, the whole of San Carlos Campusโ workforce, and the administrationโs full support, this would not have been made into reality,โ Mr. Balogo expressed in his welcome address.
Mr. Balogo also officially announced that all of the Central Philippines State University-Don Justo V. Valmayor San Carlos Campus programs are already Certificates of Program Compliance (COPCs) holders.
Commission on Higher Education (CHED) and CPSU Board of Regents (BOR) Chairperson, Hon. Dr. J. Prospero โPopoyโ de Vera gave a recorded message to the student beneficiaries of the SMART grant.
This was followed by granteesโ appreciation speech given by student representatives from universities namely: Colegio de Santa Rita de San Carlos, Inc., VMA Global College, La Consolacion College, University of Negros Occidental Recoletos, STI - West Negros, and CPSU San Carlos, and on behalf of Vice President for Academic Affairs Dr. Fernando D. Abello, Dr. Bacolod gave an acknowledgment speech.
โCMO No. 22, series of 2021 mandates that the library of Higher Education Institutions should have at least 3000 books as library holdings as part of the compliance for the issuance of our COPC. Before, Central Philippines State University Don Justo V. Valmayor Campus was far from this minimum requirement set by CHED and the said agency is pushing us to complyโฆThrough the support of our administration and our Congressman, CPSU Don Justo V. Valmayor Campus is now closer to meeting this requirement,โ said Campus Librarian Dr. Joenecio K. Samulde.
Dr. Samulde gave his keynote speech and was succeeded by a Donorโs address from Congressman Valmayor, and acknowledgment and closing remarks from Dr. Moraca.
โOf course, my office is also very happy that we were able to donate last December, P1 million, to purchase books for the library because that is one of our deficiencies on the COPC. So, I am also very happy that very quickly, last January, the group from CPSU Don Gusto V. Valmayor Campus went to Manila, as shown in the pictures, and was able to buy books immediately. More importantly, you brought more than double. You were given a budget of P1 million and you brought home to CPSU San Carlos, more than P2 million worth of books. Hopefully, I was able to help CPSU with this, to partially comply with the requirements, and I hope that this can give more opportunities to our students,โ an excerpt from Congressman Valmayorโs Donorโs address.
It was previously reported that the congressman and his family donated P1 million pesos to CPSUโs San Carlos Campus last January 22, at Greenbelt 5, Makati City for CMO No. 22, series of 2021 compliance while three publishing houses also donated P1.05 million worth of books.

Of course to our campus teamโI find the team from the San Carlos Campus, led by Mr. Balogo, truly laudable. In addition to that, I am also overjoyed over the news that all the programs of the Don Justo V. Valmayor Campus have already been awarded the Certificate of Program Compliance. The combination of the efforts of the office of Congressman Valmayor, the local government unit of San Carlos, the Commission on Higher Education, Central Philippines State University, and other agencies, represent the legitimate face of our governmentโs dedication to touching the heart of the poorโฆI express my commitment that within my remaining years of service, I will wring out the best of my ability even until the last drop so that the universityโs hard-earned money, will be spent with transparency, to be allotted to addressing the needs of the campuses.โ
The event ended with the ceremonial turn-over of the purchased and donated books which was participated by the distinguished guests, university faculty and staff, and students; DepEd San Carlos Cityโs Schools Division Superintendent Dr. Dennis G. Develos also expressed his support for the event as he convened with the distinguished guests.
CPSU Main Campus College Librarian III Julius R. Fetiluna, MLIS, and CPSU Hinigaran Campus administrator Bella Supealso attended the said event.
