The National Police Training Institute (NPTI) and the Central Philippines State University (CPSU) signed an usufruct agreement allotting ten (10) hectares of land within the CPSU land reserve for the establishment of NPTI’s new Regional Training Center 6.
Police Major General (PMGEN) Ronald O. Lee, the Director of NPTI, and Dr. Aladino C. Moraca, the President of CPSU, signed the Deed of Usufruct in the presence of NPTI officers, Philippine National Police (PNP) officers, Armed Forces of the Philippines (AFP) personnel, CPSU officials, and students on December 12, 2024.
The usufruct agreement signing was held in a site near the 100,000-square-meter subject lot at Barangay Camingawan, Kabankalan City, and was followed by the ceremonial laying of a time capsule and its blessing by Rev. Fr. Ritchie Villaflor.
Also present in the event are Police Colonel (PCOL) Ricky P. Neron, the Chief of the Regional Training Center 6, Brigadier General (BGEN) Ted B. Dumosmog PA, the Commander of the 303rd Infantry Brigade, 31D, PA, Ms. Angelica Alvarez, the Chief of Staff of Negros Occidental Sixth Congressional District Representative, Hon. Mercedes K. Alvarez, Mr. Jose Novo B. Dagunan on behalf of Kabankalan City Mayor, Hon. Benjie M. Miranda, Mr. Alan Posadas on behalf of Brgy. Camingawan Punong Barangay, Hon. Rico M. Regalia, Dr. Fernando D. Abello, CPSU’s Vice President for Academic Affairs, Engr. Marc Caesar B. Badajos, CPSU’s Vice President for Administration and Finance, and Ma’am Nelly N. Cabual, CPSU Board Secretary V.
“The opportunities considered by the board when the proposal was discussed and deliberated were one: the establishment of the regional training center for the police force will invigorate the local economy as it will provide a market for our local farmers who are striving to provide organically grown and consumption-safe food. Another, our more or less 600 criminology students will have easier access to training facilities for their program,” said President Moraca.
He also cited more advantages that weighed to the approval of the board resolution, like more effective maintenance of peace and order in the area; the exchange of instructors or professors’ expertise for the benefit of CPSU’s criminology students; and inspiring development in the area located in the borders of Negros Occidental and Oriental.
“This partnership is more than just a simple agreement. It symbolizes the harmonious relationship between the police and the academe, public service and education, and dedication to service and progress. This is the first time in the entire country that the Regional Training Center under the NPTI will have its lot, precisely a ten-hectare lot. This generous act from CPSU is unprecedented and will have lasting benefits for the PNP, NPTI, and the community,” expressed PMGEN Lee.
The realization of the center is foreseen to be auxiliary in providing CPSU’s criminology undergraduates with the most authentic learning experiences in the field, as the facility will not only be a gateway but will be a cornucopia of genuine education for those who aspire to safeguard the nation as members of the PNP.
