Kabankalan City, June 26, 2025 — Central Philippines State University (CPSU) formalized a usufruct agreement with Barangay Camingawan and Barangay Tagukon for the enhancement of access roads in Purok Payong and Purok Mansubil, respectively. The project is funded under the Department of Social Welfare and Development’s (DSWD) Payapa at Masaganang Pamayanan (PAMANA) program, aimed at fostering peace and development in conflict-affected and vulnerable communities.
The ceremonial signing, held at the CPSU main campus, was led by University President Dr. Aladino C. Moraca, with Vice President for Academic Affairs Dr. Grenny I. Jungco. Also present were Barangay Camingawan Chairman Hon. Rico M. Regalia, Barangay Tagukon Chairman Hon. Raymundo R. Meleloa, IPMR representatives Mr. Rodolfo M. Canonoy (Camingawan) and Mr. Mike T. Navarro (Tagukon).
DSWD Region VI was represented by PAMANA Peace and Development Officer III Mr. Dan Donald Candare, SWAD Team Leader Ms. Bahiyyih Ruth G. Robinson, PAMANA Area Coordinator Ms. Marites Tupas, and Kabankalan City Social Welfare and Development Officer Ms. Cyril D. Ramos.
In his welcome message, Dr. Moraca underscored the value of collaboration in advancing social development and education, emphasizing the university’s commitment to inclusive growth.
“We are all friends. We are all in development work. We are all catalysts for change, and we are hoping all of us will become the facilitators in reaching out to genuine development in this country, in this town, in this city, in this barangay, and in this community,” Dr. Moraca said.
Mr. Candare highlighted the critical role of basic education in achieving peace and stability, noting that inter-agency cooperation is vital. Meanwhile, Ms. Robinson praised the historic nature of the partnership.
“It does not happen every day that DSWD partners with a university. We made history today,” Robinson said. “We cannot work alone; we need our partners. With this opportunity, we are so happy, and we are so proud to be partnering with you guys today.”
She also announced a Cash-for-Work program, wherein 250 to 300 students from CPSU are expected to benefit.
CPSU Board Secretary Ms. Nelly Cabual provided an overview of the usufruct agreement, which grants the use of portions of the CPSU land reservation for road improvements benefiting the partner barangays.
Both barangay leaders expressed their appreciation to CPSU and its leadership.
CSWDO Officer Ms. Ramos emphasized the broader goal of the initiative:
“This usufruct signing provided by the Central Philippines State University will pave the way for the goal of PAMANA Peace and Development towards community resilience and good governance.”
The event concluded with a message from Kabankalan City Mayor Hon. Benjie M. Miranda, who reaffirmed the city government’s support for development initiatives to be a green and smart city.
