National Chung Hsing University, Kun Shan University, and Chang Shiu University are now partners of Central Philippines State University (CPSU) after the latter signed a memorandum of understanding (MOU) with the International Talent Circulation (INTACT) Base (Taiwan-Philippines).
The ceremonial MOU signing for international collaboration was formally held last August 12, 2026, at CPSU-Main Campus, the partnership being a tangible manifestation of their shared desire to enhance relations and develop collaborative activities in the areas of education and to work together towards the internationalization of higher education, recognizing the importance of fostering collaboration in education and industry between Taiwan and the Philippines.
โIn Intact Base, our main role is to share information about the Taiwan INTENSE Program. Its main feature is that it's a collaboration between the schools, the universities, the Taiwan government, and partner companies. Then we want to recruit international students from the Philippines to study in Taiwan, do internships in Taiwan, and work in Taiwan with scholarships,โ said Maโam Krystl Lim, Deputy Chief Executive Office of INTACT Base Taiwan- Philippines, and she added, โSince we already signed an MOU, you're already partnered with all the universities and partnered with INTACT Base, and maybe it's also an opportunity to get to know the other universities in Taiwan; maybe they can do exchange, like summer exchange programs, or even the faculty can do visits if they can partner up with our partner schools in Taiwan.
The initiative focuses on nurturing talents from the university, both students and teachers, to continue studies through the INTENSE Program in Taiwan and to collaboratively promote Chinese-language teaching and learning in the Philippines.
โActually, I did not expect that CPSU would be this attractive as a potential partner. But through hard work, partners have come in because we are now a promising institution at the international level, a product of the internationalization campaign. This MOU is one of the results... For the students, this is a rare opportunity. But in the next two to three years, it will no longer be as rare. This is an in-place opportunity that should be explored, and for those students who will be availing, I think no doubt, the internationalization support is now a tangible execution by the university for them. So, students can enjoy the benefits. Selected students can enjoy and relish progress in the future,โ said University President Dr. Aladino C. Moraca.
Through the MOU signing, INTACT Base and CPSU accomplished their first cultural exchange activity; the former also gave Mandarin classes to Cenphilian attendees in appreciation of the beauty of culture and language.
Dr. Joe-an Mae G. Escober, Director of the CPSU International Affairs and Linkages Office, hosted the campus tour for the INTACT Base delegates, which showcased university-managed projects designed to preserve Cenphilian and Filipino culture, promote agroecology and organic agriculture, and encourage students and visitors to adopt sustainable, community-friendly models.
โI started to connect with Maโam Lim last year for this collaboration. I consistently communicated with her and am now able to invite and bring her here in person. She's impressed with our university. I am thrilled with their positive feedback during the tour of the sites of our universityโs project. She said that weโre very advanced in agriculture and are very hands-on. So, with that commendation, I am very proud. This engagement is a great opportunity for the faculty and especially the students, as they can be the recipients of scholarships with allowances to study in Taiwan and, at the same time, have the opportunities to land jobs there. At the same time, the faculty also has opportunities for faculty exchange in the said country. Hence, that's another milestone for the International Affairs and Linkages Office,โ said Doctor Escober.
Cenphilians performed a variety of performances to warmly welcome the visiting guests by showcasing the richness of Philippine cultural heritage, diversity of Philippine artistry, and reflection of Filipino day-to-day life through the CPSU Chorale, with Coach-Adviser Francis C. Emoy, and the Bachelor of Physical Education (BPED) students and faculty performances, led by the Director for Kinetics, Sports, and Cultural Development (KSCD) Dr. Rachel T. Robles.
The CPSU Chorale performed various songs, including Beny Castillonโs โKruhayโ and Gerard Dela Peรฑaโs โSalidumayโ, and paid a special tribute to the visitors by singing a traditional Taiwanese folk song from Yilan County entitled โDiu Diu Dangโ.
The BPED department invigorated the hall as they performed various dances, including โTubong Kalatongโ of Lingayen, Pangasinan, which used bamboo tubes with sticks, and "Subli", which originated as a devotional folk dance from Batangas; they also danced to popular songs, namely, โMagtanim ay Di Biroโ and โPasayawa Ko Dayโ, sung by the CPSU Chorale.
This landmark collaboration between CPSU and INTACT Base, with the National Chung Hsing University, Kun Shan University, and Chang Shiu University, not only strengthens academic and cultural ties between Taiwan and the Philippines but also opens transformative opportunities.
