A project that creates livelihood today can also become a living classroom for tomorrowโ€™s professionals.

[ILOG, NEGROS OCCIDENTAL]โ€”Central Philippines State University (CPSU) joined the Department of Social Welfare and Development (DSWD) and partners in the launch of Ilogโ€™s Sustainable Livelihood Program Associationsโ€™ (SLPAs) Mangrove Crab Hatchery and Mudcrab Farming Project with Solar-Powered CVFT on September 23, 2026, at Barangay Bocana, Ilog, Negros Occidental.

The initiative reflects the leadership of DSWD Secretary Rex Gatchalian and is carried forward in the Negros Island Region (NIR) by DSWD-NIR Regional Director Arwin O. Razo and his team, advancing sustainable livelihood opportunities that help communities become more productive, resilient, and self-reliant.

The project is further strengthened by the support of Negros Occidental Sixth District Representative Hon. Congresswoman Mercedes โ€œChedingโ€ K. Alvarez, the Municipal Government of Ilog, led by Hon. Mayor John Paul K. Alvarez, together with the Sangguniang Bayan members and the Bocana Barangay Local Government Unit headed by Punong Barangay Hon. Joan Enarsao.

At the center of the project are the members of the Bocana Small Vendors Association (BSVA) and Ilog Entrepreneurs Association, as their involvement and ownership are vital in transforming the project from infrastructure and technology into a sustainable community enterprise.

CPSU likewise recognizes the other government agencies, organizations, and partners working with DSWD in making the initiative possible.

Dr. Mary Ann S. Dagunan, Professor VI, represented CPSU and expressed the Universityโ€™s support for the undertaking, highlighting the value of strong governmentโ€“academeโ€“community collaboration.

Special recognition is also given to Dr. Paul Doronila and Dr. Rhoda A. Aguilos of CPSU Ilog Campus, who serve as consultants to the project, extending the Universityโ€™s technical expertise to address the needs of and cultivate opportunities for the community.

Beyond providing livelihood, the project opens another important opportunity for CPSU: it can serve as a hands-on training and learning ground for students taking the Bachelor of Science in Fisheries and other relevant programs, providing actual exposure to crab hatchery operations, aquaculture, entrepreneurship, renewable energy, environmental management, and community development; students can connect classroom theories with real-world applications.

This is where partnership becomes truly meaningful: DSWD provides the development platform, local leaders strengthen support, peopleโ€™s organizations take ownership, partners contribute expertise, and CPSU brings education, research, and extension into the field.
