Members of the Administrative Council of Central Philippines State University met together for an intense three-day crafting of new targets for the institution. Forty-three members of the Council gathered at Resorts Negrense in Bacolod City on September 13-15, 2023 for the system-wide strategic planning that covers the period 2024-2028.
Present during the activity to discuss the environmental context are Dr. Raul C. Alvarez, Jr., the Regional Director of CHED; Ms. Joyalita B. Tigres, Chief Economic Development Specialist of the Policy Formulation and Planning Division of NEDA-VI; and Mr. John Dave A. Tuliva, Budget and Management Specialist of DBM-VI.
Among the highlights of the talk of Dir. Alvarez is his perspective regarding the sustainability of free higher education. Commenting on that he said, “…you could always make it sustainable.” Earlier, he pointed out to the Council “Remember, we have very scarce resources, and you need to plan your way forward.”
Meanwhile, in alignment with the Regional Development Plan, Ms. Tigres suggested that one of the strategies that should be included in the University plan is “to optimize the role of colleges and universities as [knowledge] innovation hubs and incubation centers for the region to establish a knowledge-based economy.”
During the session, Mr. Tuliva pointed out the recent approval of the addition of 93 permanent non-teaching positions to the University and challenged the Council, “Since you have been provided with additional workforce, there is now a greater expectation for effectiveness and efficiency in your operations.”
CPSU carries the vision of becoming a technology-driven multi-disciplinary University by 2030 and a mission to produce competent graduates who can generate and extend leading technologies in multi-disciplinary areas beneficial to the community. Its previous Strategic Plan spanned 2019 to 2023. Among the main deliverables of the new strategic plan are the intensification of digitalization and internationalization efforts in the coming five years.
Dir. Alvarez has this hope for the University: “Some people want to make it [plan] happen, some wish it would happen, others make it happen…I hope you are the third kind.”
